We are currently seeking a Mechanical Engineer Specialist Advisor to join our team in Yokosuka, Kanagawa (JP-14), Japan (JP).

Job Summary :

This Maintenance Coordinator and Port Services Assistant position supports N4 at Commander Submarine Group 7 / Commander Task Force 74 (CSG-7 / CTF-74) in Yokosuka, Japan.

The primary duties of this position are :

  • Maintain current material status knowledge for all deployed submarines through e-mail and message traffic and ensure that the RMAIS CSMPs for these submarines accurately reflects their real time maintenance status.
  • Receive, screen uplines following procedure specified in NTD 07-07 Data Transfer Checklist, and enter up lines and MWRs through the Secure FTP into RMAIS expeditiously as received.
  • Accomplish complete CSMP reviews on a regular basis to ensure RMAIS and SNAP / OHMS are identical.
  • Review all work requests ensuring all required information is provided and accurately defines the material deficiency and the corrective action required to restore the diminished capability.
  • Provide periodic training to the submarine crews on proper preparation of 2-kilos to minimize the number and impact of rejected work requests.

Also, provide training on Availability planning, 40 Day Letter preparation and WESTPAC Maintenance.

  • Assist the Material Officer in establishing availabilities to support required Continuous Maintenance Availability (CMAV), Unscheduled Continuous Maintenance Availability (CM , a single fiscal year long availability), and Emergent Availability (EM, urgent work with C-3 / 4 CASREPS) periods.
  • Using the CSMP and communications with the submarine 3MC, Engineer and CO, develops repair work packages for all repair periods.
  • Broker work to repair activities allowing for advanced planning and material ordering.
  • Input MWRs into CSMP and screen appropriately.
  • For work beyond the capability or capacity of the Navy Maintenance resources available, identify other resources and obtain contracts as required.
  • Prepare message traffic to support scheduling of maintenance and transfer / outchop of ships.
  • Review all CASREPs, DFSs, OSARs, all TOMA and SEAFAC reports taking appropriate actions.
  • During the availability closely monitor work in progress and trends. Attend all maintenance related meetings as an advocate for the ship.

Assure that the best possible material condition is achieved from the maintenance effort.

  • Obtain input from the Material Officers and Boat Managers to determine requirements for equipment at each port, including :
  • Requirements by class submarine for :
  • Shore power cables and connectors, cofferdams, MUSE power transformers, generators and rental generators.
  • Mooring lines, Brows, bresting barges and fenders.
  • Lube Oil filter buggies and Chlorinators / Dechlorinators availability in Yokosuka, Bahrain and Diego Garcia.
  • Flyaway kits locations and contents.
  • Maintain a database of equipment and services available for submarine mooring in CENTCOM and WESTPAC areas of operation (AOR) and highlight any needed equipment not available.
  • Determine what equipment is being maintained at each port by personal observation or through inventories provided by boat managers during their visits include in database.
  • Determine Condition of all equipment by inspections and ensure required maintenance is being performed and included in database.
  • In the use of fenders and shore power cables ensure the following :
  • All Boat Managers are trained on the requirements of shore power inspections to enable them to ensure all shore power cables are inspected IAW MILSTD prior to use.

The Boat Manager will collect the original data taken from these inspections and deliver it to the CSG 7’s Electrician for record keeping.

  • All Boat Managers will are trained on the requirements of fender inspections including requirements for inflating, deflating and storage of fenders to enable them to ensure that those inspection and maintenance actions are properly performed.
  • Advise CSG 7 N4 on status of CSG 7’s inventory of port facility and equipment, and makes recommendations to improve efficiency of the program or improve the level of service provided to submarines.
  • Liaison with port authorities and husbandry agents to arrange for services and equipment maintenance associated with submarine port visits.
  • Assist in the coordination of logistics and services support associated with submarine port visits.
  • Become knowledgeable on the basic design, function and requirements for equipment associated with submarine mooring and servicing during port visits.

This need is a working level of knowledge rather than a detailed understanding. This includes but is not limited to :

  • Fendering equipment
  • 4.5m by 9.0m hydro-pneumatic fenders and associated equipment
  • 3.3m by 11.6m hydro-pneumatic fenders and associated equipment
  • Deep draft camels
  • Fender back boards
  • Shore power to include the power needs of all classes of submarines.
  • MUSE power transformers and generators
  • Rental generators
  • Shore power
  • Shore power cables and connectors
  • Cofferdams
  • Mooring lines
  • Brows
  • Bresting barges
  • Basic pier designs
  • Travel as directed by CSG 7 N4 to catalogue port facility equipment and resolve significant logistics issues; estimated at 20 days per year.

This position requires access to classified information; applicants selected will be subject to government security investigation and must meet eligibility requirements for access to classified information.

Basic Qualifications :

  • Bachelor’s degree in Information Technology, Business Administration, Quality Systems & Improvement Management, or other Liberal Arts degree or an equivalent combination of education and work experience
  • Secret Security Clearance
  • Minimum 10 years of experience with FMP management practices and a thorough knowledge of automated modernization information systems applicable to K, KP and D SHIPALTS and SHIPALT contractor and installation activities.
  • Minimum 10 years of experience with submarine maintenance, IMA, or submarine repair.
  • Minimum 10 years of experience interpreting and implementing a broad range of management policies in automated modernization management systems.
  • Minimum 3 years of experience with Submarine Material Office (N4 Squadron, FMA, NSSC, Shipyard or higher) experience.
  • Minimum 2 years of experience with Port Operations and Support Services.
  • Minimum 2 years of experience using the Submarine Modernization and Readiness Tool (SMART) imbedded in the Navy Tool for Interoperability and Risk Assessment (NITRA) as required to support modernization.
